Strengthening Ties with Genocide Suspects

The President of the Democratic Republic of Congo, Felix Tshisekedi, works to strengthen his relationship with Rwandan genocide suspects. His goal is to wage war against Rwanda in partnership with them.

Tshisekedi’s Open Support for Regime Change

Tshisekedi has met with Rwandan government opponents, including leaders of the FDLR. He promised them support. Now, he is fulfilling this promise. His plan is to integrate genocide suspects into the FDLR. The FDLR, in collaboration with Tshisekedi’s army, the FARDC, hopes to overthrow Rwanda’s government. This effort aligns with the suspects’ long-standing goals.

Secret Document Reveals Negotiations with Niger

A secret document dated July 26, signed by Tshisekedi’s Chief of Staff, Anthony Nkinzo Kamole, reveals negotiations with Niger. Tshisekedi wants to transfer six Rwandans to the DRC. These individuals were monitored by the International Criminal Tribunal for Rwanda (ICTR) in Arusha. Some were released after serving their sentences. Others were acquitted.

Identifying the Key Figures

The six Rwandans are Sagahutu Innocent, Nzuwonemeye François Xavier, Mugiraneza Prosper, Nteziryayo Alphonse, Ntagerura André, and Zigiranyirazo Protais. They were key figures in the government of Habyarimana, which orchestrated the genocide.

Envoy Sent to Niger for Transfer Requests

Tshisekedi sent a special envoy, Ali Illiassou Dicko, to Niger. He requested the transfer of these Rwandans. Talks between Tshisekedi’s envoy and Niger’s government have continued since July. The goal is to ensure the individuals’ transfer to the DRC.

International Involvement and Talks

The UN Mechanism for International Criminal Tribunals (IRMCT) reported that on July 15, Niger’s Prime Minister met with Dicko and Kadidiatou Hamadou, the lawyer representing the Rwandans. On August 14, these individuals discussed the case with Tshisekedi’s envoy.

The Ongoing Anti-Rwanda Activities of Genocide Suspects

Despite some being acquitted or released by the UN tribunal, many remain involved in anti-Rwanda activities. They show no remorse and continue to work against Rwanda. This involvement poses a serious threat to stability in the region.

Tshisekedi’s Plan to Further Destabilize Rwanda

Tshisekedi’s plan to integrate these suspects into the FDLR is intended to destabilize Rwanda. For instance, Sagahutu, once a Captain in the Ex-FAR, attempted to join the FDLR in 2017 after his release from prison. In March 2024, he tried to enter the DRC using false identities. He planned to lead the FDLR, but his attempt was stopped when the information became public.

Genocide Suspects’ Call for Overthrow of Rwandan Government

Sagahutu has publicly called for the overthrow of the Rwandan government. He expressed his intent to join armed groups targeting Rwanda. By sheltering these genocide suspects and supporting the FDLR, Tshisekedi threatens regional security. He also destabilizes his own country.

The Spread of Genocide Ideology in the DRC

In the DRC, genocide ideology continues to spread. This particularly affects Tutsi Congolese who speak Kinyarwanda. Tshisekedi’s actions exacerbate the situation. They make the region more vulnerable to violence.
